Oram first affiliated with the Naval Sea Cadet Corps at
GUNFIGHTER Squadron in November 1984 as a Naval Sea Cadet.
He has remained with the program ever since. He was discharged
as a Cadet in November 1986. He was appointed Midshipman
in November 1986. In 1989 he affiliated with PARCHE Division
at Naval Training Center San Diego. He served as PARCHE’s
Division Officer, and later as Training Officer. Receiving
his appointment to Ensign in May 1900, he was instrumental
in the establishment of CHALLENGER Division, La Mesa, California.
LCDR Oram re-affiliated with GUNFIGHTER Squadron in January
1994 as the Squadron’s Training Officer. He served
in a variety of positions, including Operations Officer,
Recruiting Officer, Public Affairs Officer, Personnel Officer
and Executive Officer. After assuming command of GUNFIGHTER
Squadron in October 1998, the Squadron grew and the quality
of the instruction improved. GUNFIGHTER Squadron was ranked
among the top units in the nation for inspection years 1998
through 2005 always receiving a grade of 3.45 or higher.
Training Ship MITSCHER was ranks 5th overall in 2001, after
only six months in commission, and eighth over all in 2002.
Under his leadership Training Ship MITSCHER was recognized
nationally, the Training Ship has produced the NLCC Cadet
of the Year for 2002 and 2003, as well as the NSCC Instructor
of the Year for 2003 and 2005. He was selected as the PSW
Region 11-3 Officer of the year in 2002. In 2004 he oversaw
the return of Training Ship TOPGUN to MCAS Miramar and its
integration and assimilated with Training Ship MITCHER.
Upon transfer to NAS Brunswick in 2005 he affiliated with
ORION Squadron, servicing as Recruiting and Public Affairs
officer, and eventually Executive Officer. Under his guidance
the Squadron grew from 18 to 65 Cadets in calendar year
2006.
Returning to San Diego in July 2008, he assumed the duties
as Associate Regional Director for Public Affairs and Recruiting
and was appointed Regional Director on 01 February 2009
in a ceremony aboard USS MIDWAY (ex CV 41).
Since 1995 he has served on the NSCC Internet Development
Group as the NSCC Resources Portal Administrator. He assumed
command of the IDG in December 2007. As a member of the
IDG he has been instrumental in the redesign and implementation
of all of the forms currently in use in the NSCC
LCDR Oram is authorized to wear the Chairman’s Medal,
NSCC Distinguished Service Ribbon (three awards), NSCC Meritorious
Recognition Ribbon (eight awards), NSCC Commendation Ribbon,
NSCC Citation Ribbon, NSCC Escort Officer Ribbon (thirty-five
awards) and a variety of other personal and unit awards.
LCDR Oram a veteran of OPERATION IRAQI FREEDOM he serves
his country in the United States Navy as an Aviation Structural
Mechanic (Safety Equipment) Petty Officer Second Class (Enlisted
Aviation Warfare Specialist) at Marine Corps Fighter Attack
Training Squadron ONE ZERO ONE aboard Marine Corps Air Station
Miramar. He resides in San Diego, California and is married
to the former Ms. Michelle L. Divine of Palm Desert, California;
they have two sons, Trevor and Tyler.
